I don't know if this would help but I was told that if I had left state with my daughter and her father didn't fight for visitation within a certain amount of time he would have to go to the state I moved to in order to fight for any rights. You should really look into it because she could still legally be part of the state you live in and she would have to come home if you wanted to fight.
In state of NC parent has rights if child support is being paid and or asked for. Parental rights can only be terminated by courts and if they have been terminated, no child support should be asked for. If you desire to see the child, the dept of social service should be able to assist you or at least advise you. Child support is usually salary based, so if you don't make a lot they should not request an outrageous amount. But if you pay support, you have the right to see the child., this is what I know of NC law, it may be different in your state, but again your dss should be able to provide answers to your questions. A warning, DSS is sometimes the instigator of a child support claim, especially if the parent is on public assist. Also, be sure the child is yours DNA testing can be done by DSS. Good Luck
