    They can, but, the kittens might not survive out there as it is still pretty cold out there. If you can, try to find a home for the mother and kittens. If you can't take them in that is, I am a major cat lover,

    Sorry about that up there, i bumped the button and it won't let me edit it. So, any way, the kittens need cover, and odds are the mother would try to find it, but they need the warmth too. Please try to do something for them.

        Animals have been having offspring on their own since time began so yes they can have thier kittens anywhere they choose....but this does not mean you can not provide the cat with a box and maybe even some old blanket or bedding material to have the kittens in...
