You can only if you have the action replay cheat "walk thourgh anything" if you do, first beat the pokemon champ and complete the sinnoh dex then go to canodave city (sorry about the spelling) and go into the sailer's house. The little boy would be sick and so on then u will sail to fullmoon island after that use your walk on the water and keep going and u will get to newmoon island. Hope this helps
