    The sum of a number and 5 can be represented as (n+5).
    Four times that sum is 4(n+5).
    Twice the same number is 2n.
    That value increased by 3 is 2n+3.
    Your algebra statement will be
      4(n+5) = 2n + 3

    The wording is a little ambiguous. It could mean twice (the same number increased by 3) = 2(n+3), rather than the expression shown. To make it unambiguous, one could rephrase it as "three more than twice the same number".
