Yes! I have a doberman and when she's outside she sits and looks up with her head to watch the birds flying from one tree to another, I have also on several occasions caught her watching aeroplannes and helicopters.

Yes, this is true. But the range of their actual eye is limited.
A dog cannot move their actual eye up; if you have a dog keep its head straight he cannot see the birds or the airplanes or the helicopters
