    CATS refer to secure investments that are backed by the U.S. Government. They are high-yield debt instruments. CATS is the abbreviation for Catastrophe bond. It is normally used to raise money in the advent of a catastrophe like earthquake or hurricane. These bonds are often purchased by institutional investors such as asset managers, Life insurers, reinsurers, banks, pension funds etc. So you can contact any of these institutions in your area to sell them off. Or you can contact the issuing authority for reselling.
