How Is It That They Know That Dogs Are Color Blind?

What sort of test or whatever do they do to determine this?

They do not really know this.
What they do know is - if you dissect a dogs eye and look at it microscopically, they have fewer of the structures called cones in the retina than humans do.  Cones are the cells that react to light of different wavelengths ie colours.  But they have more rods, so see better in the dark than we do.  The probability is that dogs can see colour, but not as well as we can, like if you fiddle with the colour tuning on your TV and it starts to fade to shades of grey.

No, they know that dogs are color blind because scientist have done tests with different colors to train dogs and the dogs cant tell the difference in some colors but the can tell the difference in different shades of colors like black and white

Other experiments have been done which show that dogs can differentiate some colours. Perhaps the scientists are making the mistake of believing that all dogs have equal abilities? Given the huge variety among dogs, I think it is reasonable to suppose that some have better eyesight than others, the same as some have better scent ability - like bloodhounds and spaniels.
