This is a common question since most pocket bikers' machines are works in progress. The most widely used sequence is as follows. However, individual circumstances, budget and cost benefit analysis come into the equation too.
Air filter – Letting your engine breath more easily with a racing air filter is one of the first modifications most pocket bike riders undertake. An uprated air filter is usually fitted in conjunction with a racing exhaust.
Exhaust – Fitting a racing exhaust will instantly gain an extra 2 to 5 mph. Enabling exhaust gases to be exhaled quickly is as important in improving combustion as inhaling through a racing air filter. Some pocket bikes, particularly those with fairings, may need modification to allow a fat pipe to be fitted.
Sprockets – All the extra power produce by fitting performance parts has to be transferred to the wheels. Consider replacing the chain drive's front and rear sprockets with toughened alloy and aluminum sprockets.
Steering damper – A steering damper reduces vibrations and jolts through the steering therefore enabling more accurate and precise steering control and movement.
