Answers
For a really succinct answer, I would argue that power corrupts. When people are placed in positions of power and authority, and when they find themselves handling lots of money, it becomes very difficult to resist taking advantage of this situation, especially with the lingering possibility of personal advancement and benefit. Politicians are not the only people who often take advantage of their positions of power. If you have travelled through an airport, perhaps you have noticed that security guards and customs officers can sometimes be very rude to passengers, mainly because they realize that they are in a positive of authority and that passengers are, essentially, vulnerable. Customs officers in some countries are known for taking bribes and for being very corrupt in general.
Lord Acton, a British historian, was entirely correct when he observed that "power tends to corrupt; absolute power corrupts absolutely." Politicians are simply people placed in positions of great influence and some are unable to resist taking advantage of this situation. This is, ultimately, a human flaw and a characteristic present in most people.
