You skin tans when Ultra Violet light from the sun comes in contact with your skin, which is harmful, so in defence the skin produces a substance called melanin, which is what causes our skin to change colour. Light reflecting from the moon does not contain enough Ultra Violet light to trigger this defence mechanism, thus no melanin is produced, thus no tan.
Although, Theoretically if you spent 100's of years in continues exposure to moon light, very slight damage may occur.
