Why Is My Dog's Meibomium Gland Clogged?

My vet said it is a tumor and needs to come out before it explodes.

You didn't specify symptoms and age of your dog but still let me explain you what Meibomium really is:
It is called as Meibomium Gland Adenomas. These are bud like structures and we call them Eyelid Warts. These are present mainly on the eyelid margins of the dogs. They are opened at the edges of the eyelid. Your vet is right. They are actually tumors. These tumors have to get excised from their roots. A triangular piece of tissues have to be cut be a vet to get rid of it. Sooner its surgery takes place, lesser is the chance of disruption to the dogs
