Data Link Layer(DLL) is a layer which is used in the ISO -OSI models(which are general standard used universally for data transmission in a network)so this layer is above the physical layer which consist of  physical cables ,wires ,repeaters ,hubs etc...so what DLL does is converts the byte code data from physical layer into frames..for a more error free ,secure data in enveloped form of check bits ,header and footer.
