Go to www.wikipedia.org, type in "Statue of Freedom", this should answer a lot of questions for you. With what I read there, I didn't come across what it represents, but I could speculate that it is sheathed, therefore, the war was fought and freedom attained. I'll bet that I'm wrong, but that was my interpretation. There is a wealth of information here. Hope this helps, if not sorry.
