You may want to update your question to ask what each person thinks their opinion is of the most romantic restaurant as many have not traveled the world or even country but I bet they have found a very romantic restaurant. By having them give details of why they believe the restaurant is more romantic than the next persons opinion, then you can base your own judgement.
Most romantic restaurant to me would be the seafood place I went to in Seattle, Washington in the US. I can't remember the name and funny thing was I was with coworkers but in looking around at the scenery and they way the staff waited on us along with the decor and ambiance, I thought it would be a great place to take a date. I just wish I could recall the name. I know exactly where it is though (LOL).

I hope you did not think that I was stealing your question as that was not my intent. But I thought I would go ahead and throw it out there and see what responses in case I win the lottery tonight and am able to take someone to a romantic place for valentines day (I am holding my breath). ;-)

I would have to say that it really wouldn't be a restaurant but a delicious moonlit dinner on the beach of a secluded island surrounded only by beautiful ocean, and flowers along the sand leading to a sexy beach hut for desert! Oh my God I want to go there right now!!!
