Is This A Workable Solution To Increasing Aeration Efficiency For Wastewater Treatment?

Waste water is sent to sewage after some biological and chemical treatment. Both kind of treatments require the oxygen which is provided by contacting the waste water with air. This is aeration process.
All kind of  aeration processes require energy for the water contacting with the air .This energy is provided at some cost because some kind of mechanical aeration system is to be installed.

The Rotafall device (Rotafall) which is recommended have circular discs fitted with appropriate number of paddles. When flowing wastewater strikes the  paddles, the discs rotates. As the discs rotate, wastewater at the surface of the discs spread on the surface  and hence surface area of water on the disc increases and so large surface of water come in contact with the air .Rotafall laboratory level tests shows that it can add 3.3 to 4 kg/m2/annum by each plate and a plate having 2 surface so efficiency is double.
Also plate having black color can absorb more solar energy so temperature of the plate will increase and hence the bacteria will increase at very high rate. So efficiency will improve.
By using the extra kinetic energy of the water ,aeration wheel move and hence will cause the aeration of water at no operating cost. If the capital cost is not high then this is a workable solution
