If you can, get them in a cage and take them to the local vet. They might be able to help. Be careful trying to get them in the cage.

You do not know if this mother cat has been lost or if she is a stray. Be very careful not to get bitten or scratched since you may be looking at a possibility of rabies exposure. Your local animal control could help you by setting up traps to catch the mother and kittens, or you could start feeding the mother cat dry kitten food every day if you want to try and tame her. Best to call your local veterinarian and ask them the best advice on what to do for your own safety first and then the safety of the mother cat and kittens.
