When Highlighting Hair What Developer Do I Use With A Toner?
I just died my hair a dark ash brown and i want to put highlights in it. After i put the highlights in i need to putr a toner over it. My question is what volume of developer do i use for a toner that is royal blonde?

You can use 10 Volume developer. You only need to deposit the toner not lift. Any thing higher will cause lifting of haircolor. Good luck. I am a cosmetologist.
