It's a safety system used in Industrial settings.If your working on a piece of machinery your required to turn it off. You lock it out. You will also put a tag with your lock to show who locked it out and why. The lock and tag is not supposed to be removed by anyone except the person that put it there. Imagine working on something, just as you grab that gear or bare high voltage wire someone else, not knowing your doing something says "Hey that switch isn't supposed to be off" and turns it back on, there goes a body part or your life. It's happened more than once.. Safety first, Safety last. Everyone wants to go home from work.
