Either the battery is discharged or starter jammed try rocking car in gear with ignition off and park brake of sometime it will free the starter if battery is ok !! other wise give starter a thump with the handle of a hamer sometimes the solenoid jams in there don't take much too free it unless its goosed !!! 1. You could have dirty or corroded battery connections. Clean the connections first as this is the cheapest and easiest repair to make.
2. You could have a corroded battery cable. If you have a ohms meter you could check for continuity
3.you could have a stuck or defective solenoid. You could try pacing a jumper wire from the hot cable from the battery to the setter side of the solenoid. If the stater turns then the solenid is defective.
4.the starer may be sticking or defective. Take it out to a nearby autoparts store. Many of them can test the starter before you buy one.

Could be a stuck or bad soleniod. You could try jumping across to hot cable from the battery to the starter peg of the soleniod. If it turns over, replace the solenid
