You may normally be permitted to drive an electric car with a provisional license, but my understanding is that in most jurisdictions you may have to get someone with a permanent license--and at least one year of driving experience--to accompany you. These laws, however, are often different from one state or province to another, so I recommend that you confirm this with your local license bureau.
