What Does It Mean When A Certain Medical Diagnosis Code (ICD-9) "Excludes" Another Code(s)?

For example, the code for height loss is 781.91, but beneath this code it states, "excludes: Osteoporosis 733.00-733.09.

    Sometimes doctors do this when the codes are not necessary and it is also used to save money for the patient or the insurance company.  No medical bill will exclude an ICP-9 that is necessary. If the procedure was performed, the ICP-9 code will be included.
