While 17 is young, it's not too young to make plans for the future.
To answer your question, romance is always the answer when doing something as romantic as proposing marriage. Why not find a place or activity that she adores and ask her to spend her life with you. Because you're young (I imagine she is too), this proposal can be for a date far in the future when both of you are ready to begin a life together.
If you're sure she's ready, and you're sure you're ready to make plans for a loving relationship for the rest of your lives, there's no reason you should wait to propose. If you plan ahead wisely with both families involved, it will be a joyous occasion for everyone when the wedding date finally arrives.

You are too young... I will suggest you to first complete your studies and then find a nice job so that you have a good financial grounds in order to support your family. After that you can propose her or ask her hand from her parents.
