I think it has something to do with the animal fats (the taste?) used in manufacturing of the plastic. Both of my five-year-old cats like to lick and chew plastic bags. DON'T let your cat eat the plastic - it could cause obstructions and other horrible things.
Another attraction could be salt (or body oils) on the plastic from US. The texture of the plastic could also feel nice to them on their tongues.
"They" say cats may also do this because they're bored.
