When I Go On The Internet The Laptop Monitor Looks Terrible, But Looks Good When I Boot Up,what's The Problem?

In what way does it look terrible? Is text difficult to read, or are colours distorted? It's possible that you have the screen in a really poor resolution / colour quality; you can change these settings by right-clicking on the Desktop, select Properties, click on the Settings tab, and try a higher screen resolution or color quality. When you try a different setting, the monitor will try to change to that setting and you may or may not see an improved picture. You will be asked if you want to keep this setting - simply click Yes if you do!
