    Year 2003, the trembling music industry had mainly two major options to make consumers to pay for online music by tempting them with new Web services or scaring a chosen few to settle in lawsuits. About 62 million people in U.S.A. have downloaded music from the net using programs like, Grokster, Kazaa and LimeWire  and they don't have license to distribute songs under, Sony ,Universal, BMG, EMI and Warner. There where associations who went after people who provided huge amount of music files on their computers for others to download.
    The provision of 1998 Digital Millennium Copyright Act that provided copyright owners to issue subpoenas without a formal civil suit approval to make Internet service providers to reveal the subscribers suspected in illegal song swapping.
