Rodney E Earl was the Secretary of Transportation of the United States during the Second term in office of Bill Clinton as President. He held the office from the 14th of February 1997 to the 20th of January 2001 after his predecessor Federico Pena left the post.
He was the first ever African American to have been made the Federal Highway Administration's director after Bill Clinton came to power. Notable projects during the time he was in office include the Transportation Equity Act and the investment of $200 billion, negotiations with other countries of forty Open Skies Agreements, and the Aviation Reform Act.
Slater studied at the Eastern Michigan University from where he graduated in 1977 and later at the University of Arkansas where he got his Juris Doctor degree in 1980. He is currently an attorney at the Patton Boggs, LLP law firm.
