Itching focused on the tail base area is common with fleas.  However there are many things that can cause a dog to start itching.  Allergies, mites, ringworm, hot spots (severe, localized, moist dermatitis), and dermal parasites (like fleas) are common causes of itching in dogs.  When dogs itch and scratch themselves they often damage the skin allowing bacteria and yeast to invade leading to secondary infection.  Have Buddy examined by your veterinarian to help determine the cause of the itching, screen for secondary infection, and start appropriate treatment.

Could he have pin worms? This parasite is not usually treated with normal heart worm preventative.
