    The most opposition to Joseph's reforms came from the provinces, primarily from Belgium and Hungary. Joseph exported the same programme of modernisation to these two parts of the empire than he did to Austria and Bohemia. The dissolving of monasteries, the tolerance of Protestantism the abolishment of torture and the reform of the Church all applied to Belgium and Hungary.

    In Belgium, many citizens refused to pay taxes and they were so outraged at Joseph's attitude that they began to plan resistance. In 1787, there were serious riots in Brussels. The deputies of Belgian estates met with General d'Alton (who was appointed by Joseph to deal with the problems) but no compromise to the crisis could be found. Some Belgians escaped to the united provinces and planned to drive the Austrians out. So, in 1789, an army of Belgian patriots entered the north of the country and defeated d'Alton's forces. They managed to eject all Austrian troops.
