    Subsistence refers to the means of livelihood support, or  provisions, or simply  livelihood. Thus it is a source or means of obtaining the necessities of life. Whereas Allowance refers to An amount that is allowed or granted at regular intervals for specific purpose such as travel allowance etc. Thus subsistence and allowance are two different terms. In fact in many companies employees are paid subsistence allowance. Hence we can say that subsistence is a form of allowance.

      Subsistence payments are for you to survive or pay the rent, buy groceries and related items. Since you usually do not receive subsistence payments unless you do not earn an income that allows you to survive the government assist individual with this form of payment. Since it is not earned, you do something for it, it is not taxable usually, However if you receive these payments and earn an income some of it may be repayable to the state providing the payments or even in some situation taxable to you.
