Depends what zone or country you live in, if it's planted outside and doing well I would just mulch heavily during winter and leave it alone, if it's in a pot you probably can bring it in but do not water heavily, it will go into a dormancy state and it also depends what type of Lavender plant you have, some are extremely hardy and some are delicate, check with local nursery and find out what type you have.
