They both wanted to have the "best" and most powerful weapon. Neither was willing to "give up" because they both felt threatened by the other. It also involved the ego in my opinion. Both the US and USSR were trying to be the best country in the world, or the most powerful nation so they thought showing off how much ammunition each of them had, it would intimidate the other country.
