Driving Down The Road It Drops Down In Second Gear And Will Not Shift Up Unless You Turn The Swtich On And Off. Then Reverse Doesn't Work. What's The Problem?

I think when the car in driving down then it moves on its own weight, therefore the engine's machinery moves with a fast speed so, the gears work fast and moves automatically in this situation there must be problem of shuffle up the engine's gear machinery, then the second gear will not be shift up. The reverse doesn't work due to shuffling up the gears.
