My beagle has eaten some string and it is hanging out his rear. What would be an indication he is in trouble?

It could be wrapped around his intestines, I would take him to the vet immediately.

First are you sure it is string and not a worm? Tape worms can be very long. Are there pieces of it in his stool? Does he drag his hind end on the floor? Is there blood in his stool? If you can answer yes to these questions I would give your vet a call.
What has he eaten that might have contained string? If it is string he will pass it but watch for signs of obstruction.
