The answer should be TIPS. of course, a very tight shoe will cause discomfort to the whole foot, and the whole area of the toe as well; but there would only be a special discomfort to the TOPS of the toes if the shoes were quite an unusual shape. If you think how it feels when you are wearing shoes that are a size too small, the area of pain is nearly always at either the back (heel) sides or front - in fact, the tips of the toes. Very few shoes are made so that they would pinch the top of the toe and nothing else.
The other reason is linguistic. "Tips of toes" is a typical and well known phrase, while "tops of toes" is a very unusual one. There would have to be a good reason for using it, and I don't see one here. So I'll stay with TIPS.
