If the mother is not feeding these kittens appropriately you need to step in and supplement the kitten's nutrition. Kittens are usually weaned at 6-8 weeks of age but can be weaned successfully as early as 4 weeks. These kittens should be started on a canned kitten food gruel (mix canned food with water) and if needed fed a kitten milk replacer.

Well the kitten must be Hand trained, which means The owner Feeds it milk, its not always the best option, but if the Mother refuses then thats is the 2nd option although it can be tricky.

If mother cat is refusing to nurse her kittens you need to check mom's health. This is unusual. She may not be getting the nutrition she needs to produce milk and the kittens are nursing on dry teats. This hurts. Give her some help and start giving the kittens some supplemental milk in a bowl. Offer them raw meats such as chicken breast and beef chopped finely. Then get mom healthy. Supply her with bottomless bowls of kitten chow, which is higher in protein. Raw meats like you offer the kittens, and Tuna in water. I found Tuna was excellent protein for milk production. I daily gave her raw meats or tuna. She looked so healthy and actually grew in stature during the litter. She never was so hungry that she ate with the kittens, she always sat back and waited for them to get their fill and then cleaned the plate. To which I always added more for her.
