    If the perimeter is 40, the sum of the length and width must be 20. From previous experience, we know that a square has the largest area for the perimeter, so we choose two numbers for width and length that make your rectangle nearly square: 9.5, 10.5. The difference is 1, an integer.

    L=10.5, W=9.5, L-W=1
    The area is 99.75, only .25 m2 smaller than the 10 by 10 square would be.
