Use a commercial bought fluid bought from Lowes or Home Depot. Its' purple in color and it in a squirt bottle for about $6. Apply and let it soak in for two minutes or so, then take a flat spatula used for applying putty (I think). Anyway, it simply comes off very very easy. Y9ou can almost just use your finger to lift it off.
You can use water I would bet but the purple stuff really works and there's no problem painting over it once it dries.
I hate wallpaper. Use the purple stuff.
