    I have seen both argued as the best way to eliminate germs.  With that said, I suppose it's a matter of preference.  If soap and water are available, by all means choose this option.  But remember to scrub for the length of time that it takes to recite the alphabet.  This works well for children.  Also, the backs of your hands and under nails require scrubbing attention.  A good rinse with clear water is a must.  Remember the last step- dry your hands and then use the paper towel or cloth to turn off the taps.  In public bathrooms these can be a major source of bacteria.

    Liquid hand cleaners are high in alcohol content.  This kills the germs but can leave hands red and raw.  Openings in skin invite bacteria, so a lotion should be applied afterwards.  Some liquid hand cleaners have added a lotion, but it isn't nearly as effective as your own favourite tube.
