Usually when making bread you would also require yeast and some form of oil, lard or butter. Sometimes also you would incorporate sugar and salt, as with this recipe here.

If you do not have any yeast, you could try this recipe here although you would still require sugar, baking power, baking soda and vinegar (which you could possibly do without - the vinegar that is).

If you absolutely don't have any of the above ingredients, then you can use this recipe here as a base.

I know you asked for bread made with flour and water, but you have to have some type of lard, shortening, or butter to make it work. I prefer lard or shortening, but if you use butter, make sure it is cold. I sometimes make biscuits with flour, shortening or lard, and milk OR water. Pour some flour in a bowl, add enough shortening or lard until it looks like fine crumbs, then add liquid to form it into a ball and knead it lightly. Make sure that your hands have flour on them if you roll the dough out into biscuits, so the dough will not stick. It does come in handy to own supplies to make bread, but if you do not, this way is simple to me. Oh, and I bake my biscuits on 425 degree oven.
