People often dual boot windows and linux. Windows is a security blanket for some people who aren't quite ready to make the switch. Some people have apps (or games) that will only run in windows, so they keep it for that reason.
That's about it. I had no need for two OS's finally, and kicked the windows habit a few years ago.
