Is This Something To Worry About?

It is not a big problem. Usually dogs do this or they scoot or drag their rear on the floor in order to express their anal glands. This is usually related with the diet of the dog which soften the dog stool and this does not help the dog in expressing the anal gland.
Sometimes, these anal glands become infected with bacteria and dogs start to lick their rear or drag on floor. This condition requires visit to vet.
Sometimes, anal glands require manual express. So,take care of your dog's diet and take him to vet for the examination of the anal gland to give treatment of infection if present or for the anal gland express.
