A common cause for swelling below the eye is a tooth root abscess.  Dachshunds are notorious for developing dental tarter that leads to tooth root abscesses if not cleaned by a veterinarian regularly.  Skin tumors can also be a possibility; as well as trauma that has led to thickened scar tissue/granuloma.  An insect bite can cause localized swelling or soft tissue inflammation.
Have your dog examined by a veterinarian.  The veterinarian will look at the teeth and may do a fine needle aspirate--this is when a small needle is inserted into a mass to collect cells to look at under the microscope.  An aspirate can determine if this is infectious or neoplastic.

I have seen this and would follow this ladies line of thought here. It can really get ugly if not treated in a timely manner.

I'm not sure as I have a Daschund too and have had this happen as well. It went away tho'. I'm assuming it is part of an infection or a swelling of teeth or a tooth???? Maybe they scratched themselves on something?
My dog had it one time and it went away rather quickly. He also has infections from his teeth in which he is going to be having dental surgery done soon. I dunno. If it doesn't go away in a few days - take him in right away. I highly doubt it's anything serious unless your dog has already had it for awhile now. Good luck. My daschund is 12 years old.
