Actually most of the sites only claim that their ring tones are free and in reality they charge some money for it. So it is true when they say that nothing is free in this world. And like you I would also not buy a ring tone for money. However, there are also number of websites that offer cheap rates or absolutely free of cost ring tones. Here is one such link:
