    The vertex form of a quadratic equation is
      (y - k) = a(x - h)^2

    You have (h, k) = (1, 4), so the equation is
      y - 4 = a(x - 1)^2

    We want to choose a so that (x, y) = (-1, -8) satisfies the equation.
      (-8) - 4 = a((-1) - 1)^2
      -12 = 4a    (evaluate)
       -3 = a    (divide both sides by 4)
    The quadratic is y-4 = -3(x-1)^2, or  y = -3x^2 + 6x + 1
