As the male body matures at the ages between 11 and 18,the growth rate of the penis is subject to the amount of hormones that have accumulated in the boy's body.  There is no actual size that is exactly appropriate for this time period but testicles usually will fall between the size of a robin's egg (about 3/4 of an inch) to a very small chicken's egg (about 1 1/2 inches).  The flaccid penis shaft size usually grows at about the same rate.  If it seems very distinctly off this range then a simple trip to the doctor will answer that question.
