In California, will all televisions have to be HDTV compatible to be able to watch cable television?

Not really, you can watch the cable after the Televisions convert to all digital transmission. However, you would need a converter box for it. HDTV, is not really required for it, However, by having an HDTV you will be able to get a extremely sharp and good picture quality. Or else buy a converter box. See the link below for details:
