Can A Collection Department Refuse Any Payment To Pay Back A Deficiency Even If Its $10?

I turned a vehicle into the dealership after a recent divorce and now have agreed to pay $10 monthly payments until I can afford to pay more in the future and I want to know if they can refuse my payment because they are now taking me to court.

Yes, they can refuse such a small payment on a large balance.  It is seen as an "unreasonable" attempt to make payment by the company.  However, document that you have offered to make such a payment and demand in writing that they refused to accept it or a receipt showing they took it (receipt is of course better for you).  This you can take to the court to show that you are trying to pay something till you can get on your feet.  if they refuse to sign anything, have a witness sign the document under a hand written note that the company did in fact refuse even to sign something stating they would not accept your payment... then either way, get the document notarized!
