A polynomial function is a function that can be expressed in terms containing non-negative powers of x.
You can rewrite the functions like this:
F(x) = -x² + 5
G(x) = x + 2x^-1 + 3 ← NOT a polynomial, since an exponent is negative
E(x) = 4(2^x-2)+3 ← NOT a polynomial, since x is the exponent
P(x) = 4x^0
So G(x) and E(x) are not polynomials.
