He said this after losing his wife, Joy to cancer. Since one of his parents died of cancer, he almost entirely refused to let love in. However, he did let love in with Joy and when she got sick, he was a beautifully caring man, he continued to care for her children too.
Lewis meant that the chances of loving versus the risk of losing the person (which is eventually going to happen one way or another) are greatly risky. He was questioning why we take the risk when losing someone is so incredibly painful.
The thing is, we are compelled to love because that's what we do as human beings, we fall in love with someone and make them our world. If they leave us or if they pass away (as in Lewis case) it hurts so very much, but we are compelled to love by the wonder of love, the way it makes us feel about ourselves.

pretty touching if you know what i mean seriously though how would you feel if you lost a parent to cancer and then your wife and had to take care of the kids all by yourself . i mean i would feel pretty lonely after a while with no one to talk to but your self and a bunch of little and probably very annoying kid i mean i don't have any thing against kids but seriously they can get very very very annoying and tiring having to watch out for them day after day after day.
