Can (and If So What Are The Chances) That My Male And/or Female Parakeet Sing And/or Talk?

My neighbor leaves a radio or television on all the time. The birds will soon pick up the voices and recognize what and how to say words. If after a month or two if they do not show any signs of talking most likely they aren't interested in talking. You also need to do some one on one talking to each bird. Say things you want them to say like: Hello, I love you, etc.
Her birds say mama, I love you, and repeat things from tv all the time.

I raised Parakeets for a while and the males were a lot more verbal than the females. Males learn easier. Males talk!
Make sure there is constant activity in your home: T.v., radio, music, people talking...etc. The birds will eventually pick up sounds from the activity. You can train them to whistle tunes and repeat phrases. Good Luck.

Parakeet is a species of Parrot that have long tail feathers. They can be taught to speak. However, it largely depends on whether your parakeet's are original or not because original parakeet's are very difficult to find. And you are right male parakeets are easier to teach.
